Análisis económico de los erte: aplicación al caso del turismo

[spa] Los Expedientes de Regulación Temporal del Empleo han sido la herramienta de protección de empleo más utilizada en la actual crisis del COVID-19. En el siguiente documento se hará un análisis de los ERTE y, en particular, a los ERTE asociados al turismo. El sector servicios es uno de los sectores con más peso en el PIB español, por lo que, como se demostrará, ha sido el que más ha hecho uso de este tipo de herramienta para evitar una ola de despidos masiva. El trabajo ofrece una evidencia empírica de distintos autores sobre los Short-Time Workers, además de una serie de ventajas e inconvenientes con diferentes visiones de éstos autores. En el cuerpo del análisis se encuentra la aplicación en Europa, España y las Islas Baleares de éste tipo de herramienta en la actual crisis, y una breve comparación, con los usados durante la crisis financiera de 2008. El trabajo finaliza con una serie de propuestas de mejora para las próximas modificaciones de los ERTE que se deben ir acoplando a la recuperación económica

[eng] The Expedientes de Regulación Temporal del Empleo have been the most used employment protection tool in the current COVID-19 crisis. The following document will make an analysis of ERTEs and, in particular, ERTEs associated with tourism. The services sector is one of the sectors with the most weight in the Spanish GDP, so, as will be shown, it has been the one that has used this type of tool the most to avoid a wave of massive layoffs. The thesis offers empirical evidence from different authors on the Short-Time Workers, in addition to a series of advantages and disadvantages with different views of these authors. In the body of the analysis is the application in Europe, Spain and the Balearic Islands of this type of tool in the current crisis, and a brief comparison, with those used during the financial crisis of 2008. The report ends with a series of improvement proposals for the next modifications of the ERTE that must be coupled with the economic recovery.
