El descompte de transport als residents

Abstract

[cat] Avui dia el descompte de residents suposa un elevat cost per les finances públiques de l’Estat espanyol, però compleix un objectiu important, millorar les relacions entre les comunitats autònomes de les Illes Canàries, les Illes Balears i les ciutats autònomes de Ceuta i Melilla amb la resta del territori espanyol. El present treball de final de grau avalua, primer de tot, si aquest sistema és eficaç en el seu objectiu de reduir els costos de transport dels residents; i seguidament s’avaluen els costos per no residents i l’administració pública del sistema actual de subsidis. Seguidament, s’avaluen possibles modificacions del sistema de subsidis. Finalment es demana, a través d’una enquesta online, quina opinió tenen els residents a les Illes Balears sobre el subsidi tal com funciona actualment i sobre algunes de les possibles modificacions que ens ha suggerit l’anàlisi desenvolupada en aquest treball de final de grau.

[eng] Even though travel subsidies embody a huge charge for the Spanish public finances, it does fulfil an important goal: to improve connections between the Balearic and Canary Islands, and the cities of Ceuta and Melilla, with the Spanish mainland. This Undergraduate Thesis evaluates, first at all, whether the current subsidy system is effective in its main objective, namely, to obtain a reduction on travel prices for residents; then it evaluates the consequences for non-residents and for public finances. Then, we consider the feasibility of some modifications to the subsidy system that could improve it. Finally, we ask residents, through an online survey, their opinion on the current system of subsidies and on some of the proposals to modify it along the lines of the analysis developed in the Undergraduate Thesis.
