Abstract

[cat] La investigació aporta una visió general del Xàrter Nàutic a les Illes Balears, abordant aspectes històrics, turístics i normatius, amb un focus en les oportunitats i desafiaments per al sector, enfront de canvis en la regulació i tendències emergents. Actualment el paper de l’activitat turística a les Illes Balears està en un punt d’inflexió, que aboca a un canvi necessari en direcció cap a un nou model turístic. Fins ara, el turisme de les Illes Balears ha seguit el model de “sol i platja”, aquest model iniciat els anys 60 tenia com a objectiu la captació de visitants en temporada alta, i generava beneficis majoritàriament a les empreses hoteleres líders del mercat turístic a les Illes Balears. La normativa, que modifica el Reial Decret 186/2023, de 21 de març, pel que s’aprova el Reglament d’Ordenació de la Navegació Marítima, inclou canvis que poden ser determinants per als professionals que s’han dedicat al xàrter turístic, i per altra banda, pot donar un nou camí a la diversificació del turisme. Els punts clau d’aquest estudi, són tres qüestions que es desenvolupen durant el treball: • Quina és la finalitat turística i social perseguida pel govern central amb la publicació del RD 186/2023? • Quines són les percepcions dels principals agents afectats des del caire professional? • Quines repercussions tindrà en el model turístic actual?

[eng] The research provides an overview of Nautical Charter in the Balearic Islands, regarding historical, touristic, and regulatory aspects, with a focus on opportunities and challenges for the sector, facing changes in regulation and emerging trends. Currently, the role of tourism activity in the Balearic Islands is at a turning point, leading to a necessary shift towards a new tourism model. Until now, Balearic tourism has followed the "sun and beach" model, initiated in the 1960s with the aim of attracting visitors during the high season, primarily benefiting leading hotel companies in the Balearic market. The regulation, which amends Royal Decree 186/2023 of March 21, approving the Regulation of Maritime Navigation Management, includes changes that can be crucial for professionals dedicated to tourist chartering, and on the other hand, it can pave the way for tourism diversification. The key points of this study revolve around three questions developed throughout the work: • What is the tourism and social purpose pursued by the central government with the publication of RD 186/2023? • What are the perceptions of the main affected agents from a professional standpoint? • What repercussions will it have on the current tourism model?
