Abstract

[spa] Se examina el funcionamiento legal de las Cortes de la Segunda República Española, centrándose en el título IV de la Constitución de 1931 y los reglamentos que lo complementan. Se enfoca en el Derecho Parlamentario, que rige tanto las normas internas de las cámaras como su función política. El Reglamento Provisional de las Cortes Constituyentes de julio de 1931 se aprobó con el objetivo de facilitar la rápida elaboración de la Constitución. Las Cortes Constituyentes aceptaron este reglamento con modificaciones. Luego, el Reglamento del Congreso de los Diputados de noviembre de 1934, más técnico y detallado, reemplazó al provisional. Este último introdujo novedades en el Derecho Parlamentario español y reguló diversos aspectos con un lenguaje claro y preciso.

[eng] The commentary examines the legal functioning of the Courts of the Second Spanish Republic, focusing on Title IV of the 1931 Constitution and the regulations that complement it. It focuses on Parliamentary Law, which governs both the internal rules of the chambers and their political function. The Provisional Regulation of the Constituent Courts of July 1931 was approved with the aim of facilitating the rapid elaboration of the Constitution. The Constituent Courts accepted this regulation with modifications. Then, the Regulation of the Congress of Deputies of November 1934, more technical and detailed, replaced the provisional one. The latter introduced novelties in Spanish Parliamentary Law and regulated various aspects with a clear and precise language.
